Not according to what it says on page 34 of the current Nassau County Police Department's Pistol License Section Handbook, and I quote only the pertinent section:

C. SELLING OR DISPOSING OF A FIREARM

1. To legally dispose of a firearm(s), a licensee is required to do one of the following: ...

b. Sell or transfer the firearm(s), whether within or outside New York State, ONLY through a NYS licensed dealer in firearms...

I said FFL and stand corrected, it must be a NYSLDIF (who in all likelihood will also be an FFL). However, as you can see, I can not send a firearm directly to an FFL in another state. Firearm means a handgun in this quote because this is from their pistol license section handbook and because of the definition of firearm in the NYS penal code. I can directly ship most long guns to an FFL in another state but only if they accept shipments from nonlicensees which many do not.

What truly sucks in NY is that there is shitty state law and even shittier, stricter and thus worse local law and regulation - this being a perfect example of that.
