The answer is that you've referenced the wrong part of the bill. It's an understandable mistake as the full text does contain the pre-SAFE text to reference what was amended in it.
The 2013 NY SAFE amendment changes the penal law entry to say
(c) a semiautomatic pistol that has an ability to accept a detachable magazine and has at least one of the following characteristics:

Atleast 1 company did make a threadless barrel / comp for the glock. Weapons Armament Reaserch (W.A.R.) designed the Lock On Compensator (L.O.C.)
All proprietary barrel and comp, they did one run sold out ($380.00) and have seemed to day fuck it we aren' making any more or a gen 2

Fun fact while on my phone browsing everywhere I have found threaded glock 19 barrels from actual companies and fun fact they will ship them to new york.
A threaded barrel alone isn't illegal, once you put it into your (in this case) glock 19 then you have made an "illegal" handgun
