They are not, not at all. All Police departments in the US are trained to stop the threat, nothing more and nothing less.
Shooting someone is deadly force, no matter where you aim.Dumbest idea ever. Train as you fight. In a situation where milliseconds count, you now have to decide if you need to shoot to wound vs shoot to stop the threat.
I see a lot of hurt or dead police officers coming out of this stupid policy.

And yeah, if this takes root, I could see Article 35 being amended to require the use of force to incapacitate before it being justifiable to use deadly force!
