This sounds like they are planning for warfare. Winning at all costs and planning the demise of the enemy. A campaign that assures their victory or die trying.
Instead of a diplomatic approch, they are looking to seek and destroy. Flank from the heartland and work toward the coast. The ring wing is the ENEMY and must be destroyed.
