Just thought I'd share my experience with a spartan upper receiver I purchased from joeboboutfitters. I had trouble assembling the forward assist pin. There wasn't enough clearance for the pin to pass thru the hole without interfering with the forward assist. I tried 4 different forward assists all with the same problem.
So I reached out to the company and was told to send the forward assists and uppers back. (since I purchased 2 uppers and found the same issue with the other but not as bad). Upon receiving the upper back it had physical damage from hitting the pin in. Also the pin was not properly installed to depth as the forward assist would still interfere. The second upper works fine with no issue (I believe they swapped the forward assist with one that had the flat deeper).
I reached out again regarding the physical damage and the pin not being installed properly. Also they shorted me a forward assist and parts. I was told I could ship the upper back and get a refund with a 15% restocking fee. I responded with how I dont think I should be charged a restocking fee and shipping for a quality issue.
I then recieved a "nice" email how it's from my lack of experience and inability to install the pin correctly that caused the issue. And they done enough. They won't be waiving the restocking fee.
Take what you want from this.
I just thought I would share my recent frustration with them. The whole reason why I buy billet is for quality. I decided I will rework the upper myself to get it to assemble (mill flat deeper on forward assist for clearance) and get the finish redone.
