It cracks me up why the gang bangers never have a full magazine. I watch cops a lot and many will only have 4-7 rounds in mags, why?

From what I hear from cop friends, gangbangers use what they can find.
99.9% of the time they just have what came in the gun when they bought or stole it.
Usually mismatched brands, types and often corroded.
Inner city folk often live within a very small area their whole life. The odds there is a store that sells ammo is small. Then there is the fact that most of these people don't want to buy ammo in a store for fear of being on camera.
And finally, as shown in several of Mark Dice' videos back in the day, they believe they aren't allowed to buy ammo.
Dice did videos of talking to inner city folk.
One 25 year old guy called Mark a liar when Mark asked why he didn't just buy a shotgun to combat the violence in his neighborhood.
They guy said that he didn't have a gun license. Mark told him he could walk into Walmart with $200 and walk out 5 minutes later with a shotgun. The guy laughed and called Mark a liar. Then told Mark, "you don't know what it's like around here, things aren't like that."
Mark assured him that with no felonies and an ID, he could have a shotgun in 10 minutes....they guy said that "wasn't a thing" around here. It was St Louis Missouri, where buying a shotgun at Walmart is absolutely a thing.
Guys in many, many cities believe the same thing. The inner city liberal politicians have their constituents trained well.
The saddest thing I saw on the videos was Mark asking an 8 year old kid what he wanted to be when he grew up.
The kid said "just prolly hang out with friends and collect his check every month."
The kid meant a welfare check, very sad.

They buy nasty-ass used guns on the street. Many times, the guns will come with a few rounds of ammo. That is all the ammo they have.
They are not intelligent enough to comprehend that they can buy ammo in stores. I kid you not.
There are times they do not even understand the importance of different calibers.

This is a fact. Buffalo for example, many live in the Fruit belt portion of the city. The only time they see the downtown area is when they get arrested and processed through the Holding Center.
I would transport inmates to the Alden location, they were SHOCKED at the site of cows and horses.
Most of them have no clue how close the burbs are, they have never been to them.

I would hazard to guess that they are often buying stolen guns that have only the ammo that was in it when stolen. Chances are that they have only fired it once or twice to see if it worked and have never run a full mag of ammo through it. I'm fairly certain that they have never zeroed or adjusted the sights, possess a spate magazine, nor gone to the range and run the thing to make sure it works.

I think we should set up a bait car this summer, leave the windows down and a box of 'special reloads' on the dash. Question is should they be double maybe triple charged or just primed and no powder?

Triple loads with the fastest powder out there and bullets that will chamber, but not fit the bore.
I'm talking a 9x19 cartridge with a compressed load of as much IMR 700 X as will fit in the case and still get a 0.365" diameter 9mm Makarov bullet to press in, then a firm crimp to really get that pressure up. I'm thinking that would be enough to send the slide straight off the rails into the gang-banger's face, or at the very least it would straight up turn his pot-metal POS into a frag grenade.
