Remember when Cuomo said he only wanted to go after illegal guns? He just didn't come right out and say that the plan was to make all guns illegal.

This is just laying the groundwork to imprison you until you can pay hundreds of thousands of dollars for bail when you refuse to turn in your previously legal guns.
