Why would someone bring an AR to a buyback for $500?

A better question is why does almost every rifle have a bare rail? No optics, no irons, no slings, stocks off the buffer tube, some even have the muzzle device removed. The people turning them are stupid enough to take $500 but smart enough to strip everything off them that will come off?

I call bullshit on this.

Weather they were aquired from a buyback or confiscated by other means, I am willing to bet that there are a few officers in Montgomery with nice new scopes or red dots in their personal collection.
