I think an excellent "tough-on-crime" policy is to have more law-abiding citizens carry concealed. This way these lunatics will think twice before opening fire on a crowded subway. Or if they do, less victims of the tragedy.

No wait... that makes too much sense.

After all, "concealed, is concealed". No one knows who packing heat until that line is drawn.
