OK, what does "....may possess or carry a concealed handgun (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce , in any State that...." mean? Why is "interstate or foreign commerce" even mentioned? Does that mean I can have a traveling gun show, but if I just want to visit my folks in another state without selling anything I am out of luck? It just seemed strange and I could see someone trying to be real literal because they could say if you want commerce you need an FFL and now you are screwed either way. Maybe I am just being paranoid.

I'll try to be brief, but probably won't. I live in upstate NY in Delaware County. Im from Texas, been here four years. I STILL cannot talk anyone into signing my pistol permit. Its like Kryptonite. I gave up. My neighbor is a State Trooper and asked me why I dont just move back to Texas so I can carry again. I will after my son graduates. In the meantime....my trooper friend says NO WAY will this new law benefit me? I would have to get a non resident permit from another state. Fine. Then he reminded me that you cannot have a NY drivers license and be a resident and own a pistol WITHOUT A STATE PERMIT WHICH STILL REQUIRES FOUR REFERENCES! Its a felony. How are we going to utilize this new law in a case like mine? In a funny side note, the trooper amusingly told me that if I try to get my truck registered in another state he would pull me over daily because Im not following NY state law and getting my vehicle registered and inspected here! I was hoping this would be a one size fits all law but I guess it is going to be for what its stated purpose is: unmolested legal travel through all 50 states with a concealed handgun!

Your neighbor is an idiot. One for threatening to pull you over for things that shouldn't concern him. And too for talking out of his ass and not knowing the potential law but making incorrect statements. If this goes through, you can carry in NY on a Texas permit even if you have a NY driver's license.
Law enforcement officers are some of the worse sources of legal advice out there. (Not even trying to be a dick to LEO). He isn' a lawyer. I bet her hasn't even read the bill to know how it would affect penal law.

It is stories like this that are the reason I generally do not like law enforcement officers of any kind. I certainly would never trust one under any circumstances with anything. It is a shame this job tends to attract people with low intelligences, warped/bruised egos, bombastic/overzealous personalities, and an all around underserved sense of accomplishment.

You need to find a local members only gun range and apply for membership. If you don’t know anyone there, do a little research, and find out when their monthly meetings are held. Show up, and say Hi. Tell them you’re a gun owner who has moved up from Texas, and that you’re looking to meet some fellow local gun owners and enthusiasts.
Also, take a local NRA course that relates to handgun ownership, and talk to others taking the course.

How so? The Fix NICS bill just places penalties on agencies that are supposed to report to NICS and gives funding to agencies that claim they don't have the funding to report to NICS. It does absolutely nothing to us other than enforce NICS. NICS was already there.

That guy is taking words, twisting them, and telling you why he doesn't like it. For example. He says the first sentence references to amend the Brady bill and that's bad. Duh, NICS came from the Brady bill.
Most of his points he is saying that are no good are in NICS itself in it's current form. Read it for yourself.
Fix NICS does exactly what it says. It fixes a NICS that is already there whether you like NICS or not by making sure agencies report what they are supposed to report, penalize those that don't report when they are supposed to report, and give funding to those that claim they are too small to report. It doesn't add additional criteria to NICS.

The only thing that should be added is is convictions. Isn't the first thing folks do in a divorce is file there domestic abuse accusations, "I been mentally abused by my spouse they never told me I looked good" that bill is loaded with shit. again its like calling the NY safe act a safe act. it should of been called the NY strip you of your rights bill.

It says convictions followed by records. You can't have a record unless you have a conviction.
Bump Stocks is just a study. It's ridiculous. You don't need a bill to be there for that. Those will reported if used anyway just like it was reported in Vegas. But if that's what the Dems want, let them have it.

YES I WOULD RATHER NOT! have the carry bill. I don't want to give up rights to get rights, I travel all over the united states and few areas I am not legally allowed to have my firearm with me. You can apply for non resident permits very simply.
I have had non resident permits forever , there are other solutions to traveling to other states with a firearm.

there is no problem with Nics except for jurisdictions not doing what they are all ready required to do. Want to fix that hold them accountable, that easey Have them do there job and when they don't FIRE THEM! just like the IRS scandal from a couple of years ago .no new laws needed to be created just need to hold people accountable for there lack of actions. The fix NICS is nothing more than a gun grab. Lets say you get a parking or speeding ticket and you forget to pay it (whether by accident or on purpose) After a few months, a judge will issue a bench warrant for your arrest because you failed to either show up or submit a plea, now you are a "fugitive from justice" Your name now goes into the FBI NICS system. Now lets say a year or two later you're on vacation in Texas and you get pulled over for rolling through a stop sign. Your name will come up as a "FUGITIVE FROM JUSTICE with an outstanding warrant. You get arrested. the LEO doesn't know what the warrant is for and he/she won't care. Guess what is about to happen to your CCW permit and ALL YOUR FIREARMS. This "fix" isn't a fix at all, it's gun grab, period
