Stupid UPIN! I thought it was supposed to fix the delay problem...

My buddy has had an issue with an old arrest from 30+ yrs ago that causes him a delay with NICS so he got a lawyer, got it fixed and got a UPIN.

Went Sunday to Cabela's ( 2.5hr trip) and was delayed. They called Wednesday and said its Good to Go!
We went to a LGS today and once again he's being delayed.
Mine went through in seconds it seems ( I must be a good boy! ) so its not a backlog/ busy thing.

I thought a UPIN made it easy?

Also, why do they call it a number when its all letters?
We're guessing that they're zeros and not ohs.
The girl at the FBI was "pretty sure" that they're digits

Your buddy should a bought another firearm instead of paying the legal fees he had to cough up. That isn't gonna help him one bit. His name is marked and it will stay that way.
