Depends on the wording of the ruling. It would most likely leave open the option for shall issue licenses (Heller still needs a license to possess in DC for instance)
It would have more effect on pl 265 though.
What it *should* do and what it would *likely* do are 2 very different things.
But the fact remains that in N.Y., the only thing a license is required for is possession, once you've got that you can carry however you want. They just play fast and loose with other laws to effectively eliminate open carry.

Same as loaded if you have a permit. Any way you want that doesn't "disturb the peace" or make some sheeple feel "threatened".
I can agree with most of that.
In the third paragraph of the ruling * Because Heller conceded at oral arguments that the D.C. licensing law was permissible if it is not arbitrarily and capriciously, the Court assumes that a license will satisfy his prayer for relief and does not address the licensing requirement. So as to Hellers need of a License it is what he conceded to in the case.
And yes NY does play fast and loose with the pistol laws! Because Concealed Carry has no Second Amendment protection? A Open Carry ruling would that not do away with Restricted Licenses?
