Sweeping Iowa Gun Bill Up For Gov. Approval
A bill making sweeping changes to Iowa's firearms laws cleared its final legislative hurdle last week and is headed to Gov. Terry Branstad for final approval.

“Iowans deserve their freedoms back. They deserve their liberties back," said the bill's author, Rep. Matt Windschitl, R-Missouri Valley told the Des Moines Register.

"And while this is not everything that me, personally, would like to see advanced here today, it is the most monumental piece of Second Amendment legislation this state has ever seen."

The bill allows children to use handguns under adult supervision. It also changes “stand your ground laws," stating a law-abiding person does not have a duty to retreat from “any place where the person is lawfully present” before defending themselves with deadly force.

Windschitl said the bill does not force those groups to change their existing practices or to remove weapons bans that are often in effect at places like county courthouses. But they do open themselves up to scrutiny.

He said at many of the state's larger, more urban county courthouses with full security, it would be extremely difficult for someone to argue they're being unduly affected by a weapons ban.

"There’s absolute protection there," Windschitl said. "... For a courthouse like mine back in Harrison County, putting a little decal and sticker on the door that says 'This is a weapons free zone' provides me not one iota of protection. And so I do believe that I would be able to prove that I'm adversely affected by being disarmed at that door when anybody else could walk in ... and commit a heinous crime against me or my family when we’re in there renewing our drivers’ licenses, paying our taxes or just saying hi to the county officials that are there.”
