Is akin to taxing a stock you hold, but do not sell. It can't hold water... An asset has no value until sold. The profit may be taxed, but then all the maintenance fees and costs of the investment can be used to offset the profits, ie, other land fees, taxes, etc. So...

The State would in all probability owe the land owner money!

Fuck them... If taxed, don't pay, when they come to seize the asset, well... I'll just leave that to your imagination for now.
