"Bluff" has varying connotations and Thugs/wanna-be's will use what appears to be a gun, and inversely what doesn't look like a Gun...some Officers recognize this using self restraint opposed to justly, outright, shooting the person, and while commendably, it endangers lives and leaves shit-bags in the gene pool.

they should have wrote the law as

Thou shall not wear a mask in public unless going to or coming from or while committing armed robbery ..

then you just arrest them for the armed robbery and not for waring a mask ..
