My 12 year old daughter had a new student from Guatemala in her class several weeks ago. She spoke no English at all, but my daughter knows a few basic things in Spanish and would sit with her and help out as much as she could.

This system will fail before it is implemented in any significant manner. Suburban areas and even more so rural areas lack the infrastructure for this style of living. The main one being no public transit. The distance to access other public services will be too great to overcome.
Who will live in them? The city people have no desire to move to a rural area. Are they gonna force people in Rochester or Syracuse to move to Cato or Weedsport?
Country folk have low tolerance for the type of shenanigans that proliferate the cities. Folks out here simply won't tolerate it. Bunch of them acting the fool won't make it, they'll simply start to vanish.
Financially this project will be enormously expensive, even with or perhaps because of the state.gov able to set fire to money like no other, this thing will take forever to implement. Long enough for the entire scheme to be exposed as a failure.

Others have already pointed out that this type of housing will get built whether it works for low income people or not, so I won't belabor the point other than to say that it should not be ignored. The people running this state don't give a shit about people, they want to ensure that they can keep getting kickbacks and skim off the top for their percentages while they have the power to implement projects that will enrich them. Public works projects like these have been milk and honey for NY politicos for more than a century.

However, I will point out that the lack of infrastructure at any given location for new "projects" is a feature of such plans, not a bug.

I've worked all over the CNY area and beyond for a long time as a truck driver, and its allowed me to see a lot stuff going on, especially infrastructure, construction, and development. I've seen this in action in many smaller cities, towns, and even villages. No public transport? Well by golly, NY and the counties need to get right on that! Sewage, power, gas, cable, internet, etc. lacking? That's a lot of long term work for local, county, and state workers, and the opportunities for big corporate to make a bundle off these projects has the added benefit of more kickbacks, bribes, and campaign "donations!" Roads aren't up to par? Repave them! Undeveloped land? Develop it! Small population rural locale? Add more people!

There is already a crap ton of "affordable" (read: subsidized) housing and other infrastructure and service facilities, even in very small communities like villages and hamlets. Hell, while we're at it, we ought to include the plethora of trailer parks that are all over NY. A very large percentage of those are mostly subsidized by the State and Federal governments, even if the parks themselves are privately owned, through massive welfare entitlements, covering everything from food, fuel, and rent, to education, transport, child care, and medical care. Add in the nursing homes and "senior living" centers, and we're got cradle to the grave, government funded lifestyles... for certain people.

None dare call it socialism though.

A lot of that system doesn't function all that well, is wasteful, redundant, and of low quality, but as others have pointed out, what do the politicos care as long as the money flows and they keep their cushy jobs "representing" the People?

After all, there are a lot of new "immigrants," and its a lot easier to ballot harvest those new voters if they are concentrated in small, government controlled enclaves than if they were spread around in individual homesteads. The fact that those new voters are almost completely at the mercy of their political masters, while having plenty of opportunities to work off the books (and deal drugs, or commit crimes that pay), is an excellent way of bringing in the transplants and pushing out actual American citizens who have to foot the bills.

After all, why try to appeal to the voters who have skin in this game and don't like how this state operates, when the hacks in government can simply replace them, or at least checkmate them, with a very compliant electorate?

The powers that be can calculate the kinds and numbers of votes they need to stay in power, and the political machines that run this shithole state have it down to a fine science.

I fear what might be built are mid-rise multiple dwellings constructed of engineered wood products. I've seen them in NYC and Montreal. Some are 7-10 stories high, all wood product construction. I fear these are the making of a tragedy. The mixture of wood pieces bound together with a hydrocarbon based glue produces almost 3x the btu and 500x the amount of petroleum rich smoke when burnt than historic construction practice materials of 2x4's , 2x8's etc.

I couldn't believe these types of buildings were approved for occupancy in NYC. What NYC has though that many rural and suburban areas do not have is a full time fire department. More than 90% of the fire protection forces in NY State are volunteer departments. In most of NYC the response time from a notification to fire dispatch to first arriving unit is about 2 minutes, it can get a few minutes longer in Staten Island, Riverdale, and eastern Queens. I am amazed at how quickly the first volunteer arrives at the scene of an incident, but I've never seen a dozen volunteer FF's arrive simultaneously ready to go to work in 2 minutes.

The problems are not limited to just there. In the City of Charlotte, NC, they have been building new apartment buildings higher than 3 floors like crazy. I was blown away when I listened to the Fire Department Chief of Charlotte say that they are a problem because the Department has no way to reach tenants on these upper floors, - and he went on to detail how they are wood construction without sufficient protection. He said it is only going to be a matter of time before one goes up in flames and a bunch of people die.

And yet, they are still building them everywhere as people move here in droves.
