To people outside the industry, hobby, or gun world it comes off as this huge conspiracy to get guns illegally back into the hand of those they don't want to have guns (us). As covered in the video, the frame/receiver is destroyed per ATF Rules and so annotated in the FFL's bound book, subsequent Parts (and that's all they are) can be recycled or sold off as a "kit". Trick is, there are relatively few manufacturers that supply Frames or Receivers for anything other that a half dozen or so popular Handguns, and about a dozen Military style Rifles.
Where do you think replacement parts from any of the suppliers such as Gun Parts Corp. or Jack First get those old, obsolete, discontinued, Parts? (besides new or NOS parts)
Sure, you can buy a complete S&W Revolver kit minus the Frame, but Where are you going to find that Frame?
Gotta remembers that these jackasses passing themselves off as "Journalists" are writing stories about things they know little about in order to incite a reaction from the readers; they know a lot of what the write is bullshit to those in the know, and shit-stirring with those who aren't, either way it sells Papers, and they get paid.

Few years back there was in Onondaga County (I believe) a "Firearms Instructor and Armorer" heavily associated with the Sheriff's Office, I don't believe he was a Deputy, although he seemingly passed himself off as being LEO, anyways, he was stripping Glocks, destroying the Frames. and selling off the Parts if not building them into new guns using (I would presume) completed 80% Frames...things got pretty harry with that deal, but in the end the Barrel & Slide that carry the same serial number as the original Frame are NOT controlled items nor are they the Pistol. They really stuck it in his ass IIRC, at least tried to because they though he was taking turned in/surrendered/confiscated guns and re-selling them (illegally) mostly to LEO's that could carry them on their Badge...amazing the turns of events when they start eating their own.

Considering they have been made on primitive machinery with sketchy materials since about the 1850's then yes, but today unless you're just stubborn and equipped enough, it likely isn't going to happen. I have a Lathe, Milling Machine, Internet, Printer, and access to Metals of my preference, but I have no desire to even hack out an 80% Frame/Receiver when I could buy one already done or the whole damn Gun ready to go...in fact I could make a lot of stuff that if caught would make the National News, but I'm not a Law Breaker, or likely to use that knowledge and ability unless or until it has to be done...I expect many of us are the same.

Maybe next they'll do a part 2 article about how easy it is to download files from Ctrl+Pew or Defense Distributed, or Odyssey, or.... for at-home printing on your 3D printer.
