I was thinking they wanted to prevent the plywood from acting like tinted/blackout windows enabling the riff raff from establishing crack dens and such.

Clear poly ply would allow a certain amount of visibility into these dilapidated houses. Obviously not completely but the opportunity to see light shining at night within the house could help keep out the unwanted.
