I heard it was in reference to removing limits on warrant-less spying on U.S. citizens and to remove strict FISA connections for those warrants. Typically with stuff like this, its meant to cover up something in progress.

Well they got the head of the CIA to run out there and say without FISA and being able to spy on any American without a warrant, they would not be able to "interrupt" the flow of fentanyl into the United States:

Fentanyl is flowing into this country almost completely unchecked, along with coke, meth, etc.. The War on Drugs is a fucking dog and pony show, and we have more hard drugs flowing into this nation than we did before FISA was a gleam in the eye of some tyrannical politician or dumb fuck government hack ever thought of it.
The War on Drugs is nothing but a farce like Prohibition was; it is meant to facilitate the flow of drugs (and profits) to the right people, cause mayhem in our society, and a means to keep law abiding people afraid and under the jackboot. The flow of hard drugs is a multi-billion dollar business world wide. If Fed.gov stops a shipment or raids a drug warehouse, its either for publicity to pretend that they're "doing something," or its a targeted hit to take out one competitor to help one of the other factions involved in trafficking.
It should be noted that asshole Bill Burns ran out with his statement to Politico, a wholly owned subsidiary of the intelligence community...
To add insult to injury, Congress wanted to be exempt from FISA, but apparently they settled for requiring anyone who uses FISA to sniff around their corruption to notify the lawmaker that they are under "investigation."
We're living in an era of Soviet style propaganda pumped out by our "representatives" who are nothing more than apparatchiks participating in the denuding of a once great nation.
