Well, like most governments, they are A OK with copious amounts of violence, as long as it's perpetrated by their agents.
Samurai were government agents, not private citizens. Private citizens were always forbidden from carrying weapons.
That is why they have so many martial arts built around empty hands and agricultural implements repurposed as weapons.

I thought the same thing. Semiautomatic firearms utilize pressure from a fired round to cycle the action. What, exactly, causes a crossbow to "cycle" after it is fired?
There are "auto loading" crossbow that have a magazine of stacked bolts ready to be loaded. After each bolt is fired, the system still needs to be manually cocked. An under-frame cocking lever, with a good mechanical advantage, certainly makes reloading faster. But, the system still requires manual resetting nonetheless.
