I would say the club would need to do a background check to take possession of it unless you’re consigning it to them, but the new owner needs a background check to take possession of the ammo.
Asp for the reloading that's a good question because as separate components it’s not ammo so technically when you make it into ammo I’d say yes you should do a background check because you transferred it to ammo? Who the F knows.

The answer to that is the cameras that are to be installed. They are to be from an "approved" company, centrally monitored, over the POS, and records kept for a minimum of two years. I have cameras, closed system. Much more secure than an internet based system. (And who the hell is going to secure the records and what is the cost of that?!?) This is supposed to happen in December of this year.

I can see the ATF, tax compliance, the Hochul gestapo board, and anyone that wants to shut down a shop getting access. I also can say that any tech savvy crook probably can gain access, since the internet is so secure (sarc). Imagine, getting the pattern of of business down, knowing when a busy day happens and when the owner is alone and counting receipts. Hmm, money and guns.

Interesting. Looks like you could keep POS/Entrance/Exit on a closed circuit but you'd need another alarm/monitoring setup through an approved company (or a state agency) that will double up on the entrances and exits. If these approved security monitoring entities end up offering packages with the video surveillance, virtually no one will go to the added expense of maintaining both the security and video surveillance as separate systems.

My take is that it's worded vaguely enough that the tax payer supported lawyers will be able to plausibly say, 'The Empire (state) didn't explicitly require that gun shops surveil their every one of their customers on her majesty's behalf. The fact that it just happened to work out that way isn't her majesty's fault or intention.'
