Threaded Barrel Question

I have an unusual question and will definitely need the help of experts before I get to far along in my quest. I enjoy doing modern combat simulations and using blank fire weapons, I am considering purchasing a HK-91 but have some issues I need to work through and would love feedback. I am comfortable with this gun, as far as using it and basic take-down. I am also somewhat of a novice to rifle ownership and will be inclined to ask stupid questions.

NJ/NY requires the "flash hider" to be pinned or welded to the barrel. (I currently live in NJ but am moving to NY early next year) I may simply just not be aware of when a rifle is a rifle, but is there anyway to simply buy a receiver with a barrel and pin a BFA to it so I can switch out the barrel and receiver when I go to blank fire events?

Any thoughts on how I could be set up to use the gun for regular fire and blank fire without needing two guns?

If it's semi automatic with detachable mag (and one or more "evil features) don't bring it into NY as it is now deemed an "Assault Weapon" under current law. Read NY PL265. BTW, there was never any law requiring threaded barrel to be pinned and welded that was accepted practice under old law.

A blank firing gun is not a rifle and you can do that with a number of receivers, some very inexpensive so it can be dedicated.
For a lower in order to take an actually rifle/pistol upper than that upper must not be autoloading or then the lower must have an option
to make a magazine non detachable or alternatively get a thorsten stock + do not use a muzzle device on the firing upper.
With a pistol only non-detachable magazines that will also have to be registered and put in your permit.
So one can keep the modular functionality and approach, but not the cosmetics.
What caliber blanks do you fire? That is another consideration.

Well I have been using a PTR with a bfa (borrowed), so 7.62×51mm. Been wanting to put together a HK11 or 21. But I am happy if I can get any German platform together.

oh.. HK91? sorry.

Anyway when you fire blanks can you fire ammuntion? no.
The issue is ... can you prove it cannot be readily converted to something you shoot.
If you stay with the H91 original then need to pin the mag and then you can shoot whatever you want.
A PITA with that platform no matter how you look at it.

Like others say, don't come to NY and leave NJ. PA is close enough.

We still have to advice to follow the SAFE guidelines for compliance no matter if it is a useless legislation that does nothing to keep anyone safe.

Hold on IANAL but wouldn't he beable to get around the safe act by haveing a pin in the chamber so only blanks fit in the chamber like the gen 2 can cannons? Or would that not matter because the barrel isnt the "firearm"?

It might seem like a sin to permanently Nerf a gun like that, and he would still be limited to 10 round mags.

Are you sure the gun will still cycle firing blanks? If you're going to have to manually work the action you might want to consider modifing it so you have to manually cycle it.

I have a PTR91 that I cut the pistol grip off of. I bought another lower whatever you call it with a full grip on it in case I wanted to replace it someday. I have it here in MO somewhere. Does someone up in NY want it? Its a 308, kicks wonderfully to let you know it is a gun and I love the smell of gun powder in the morning. I acquired it right after Sandy Hook from a CT dealer.
