This note has been on PA County Sheriff sites for ages, and the Pike County Sheriff office confirmed with us that this note applies only to PA residents, not to out of state permit holders obtaining or renewing PA non-resident permits , and all PA Counties follow this home county only law for PA residents.
Non-resident applicants in PA do not have to be residents of the issuing county, only PA residents have to apply and renew in their PA county of residence.We're talking about non-resident permits, I think...
So from what I have gathered between this thread and their website is I can apply online through the pike county website even though it says PA residents only? Also that I have 30 days to make an appt after I submit the app?

I submit my application last week. 13 hours later I received the approval. The approval states I must schedule an appointment to pickup my permit within 30 days of the approval. This is in Pike County.
Do I have to have 2 References for New permit?

When I walked into the municipal building in Milford there was nobody there except a Deputy Sheriff manning the x-ray machine and metal detector. His greeting was in the form of a question. Do you have a cell phone on you? I said no.
At this time I was instructed to empty my pockets into the basket for x-ray, then walk through the MD. Total process, about 1 minute 30 seconds. He directed me to the end of the hallway, turn right, take the elevator to the basement where the Sheriff's Dept was located.
Took about 1 minute to make that journey.
Again, nobody at the window but the Sergeant. She asked me for my license. Pulled my file that was already on her desk. Typed a couple of things into her computer. Asked me to sign the digital pad. Handed me back my license. Asked me to stand on the X on the floor for a picture. Printed the permit. Sent it through the lamination machine. Handed me my permit and a printout with the local gun laws and regulations. Said thank you, have a nice day. I'd say this was an extended time frame of about 3-1/2 minutes. My feet were beginning to ache from standing so long.
Went back up to the lobby. Exited the building about 6-7 minutes after entering the building, with my Pennsylvania Non Resident LTCF card in hand.
I couldn't say it was painless because my feet began to ache

I had a PA LTCF for 10 years. I inadvertently submit my paperwork for renewal 7 minutes after it expired. When I picked up my new permit yesterday, the box for New was checked. I didn't provide references as I did for my initial new application 10 years ago, yet it was approved.
So was it a new or renewal permit? I'm not entirely sure.

Did mine about a month ago. Same experience. Under fifteen minutes from arrival to departure with permit in hand. I also allowed my prior Pennsylvania permit to expire so this one was issued as a new permit, not a renewal. Application done online in advance. Great woman you have there!Just gotta say the wife surprised me the other day.
While discussing a trip into PA for "necessities" out of the blue she advised we should take a day off during the week so we could stop somewhere and get our non-resident permits.

A couple of weeks ago I applied online for Pike County - submitted late Sunday night, approved ~18 hours later. I was planning a trip to PA last week and was hoping to work the Pike County stop into my trip. Unfortunately when I tried to make an appointment on the website, the next available appointment was early July. I called and calmly explained that I'd be passing through and on which day, and she said "shouldn't be a problem".Correct.

Highly recommended.. cost around $28 I believe and good for 5 years. (obviously you need a NYS pistol permit first)
