Time for My PA Non-Resident

Have any of you that have gotten your PA nonresident in Milford done so with a NY license that had restrictions? A coworker just got his in NY and wants to get a PA one but he said his is restricted. I'm assuming they'll take a NYC carry the same as they'll accept a NYS one.

Have him get his restrictions removed in NYS. No restrictions now with Brien and no for cause needed for a full carry permit.
