I do agree that it’s probably not a bad idea just bad timing. People will remember we just paid 19 million for new lights and my taxes increased $50/month because we have a budget deficit or $2 million. If we didn’t replace those damn lights I could have cut $150/month off my tax bill for this year. The government is blind to this. If it’s worth it they should have said it will pay for itself in a year or three years or whatever it is. They didn’t so that makes me wonder. Just saying.

Absolutely. Bad timing and poor communication. However they didn't say that it would pay for itself in X years, because people will remember that and bring it up in X years and put them on the spot. If they don't say anything, the extra $50 a month gets to stay forever.

I agree with all of it. However, for those things that the tax payers do pay for, the government has a duty and obligation to run them as cheaply and efficiently as possible. Side note- I almost wrote that with a straight face. The waste and bureaucratic inefficiency of government pisses me off to no end.

Maybe the answer to "why is it so expensive" is that government adds so much unnecessary crap to the project.

But, it's only taxpayer money, lets mandate a marching band to play taps for the old bulbs while they're removed too.
