Troopers Recover Stolen Handgun following a traffic stop on State Route 481

On October 1, 2019, at 4:14 a.m., State Police in Fulton conducted a traffic stop of a 2015 Kia Optima on State Route 481 in the town of Volney for speeding.

During the traffic stop, Troopers Crosier and Smith discovered the vehicle had been reported stolen three days earlier in the town of Richland, Oswego County. The operator of the vehicle, Frank C. Christian, age 51 from Richland, NY was arrested for Unlawful Use of a Motor Vehicle, a class "A" misdemeanor and released on an appearance ticket.

Well, I grew up, and still live here in Oswego County. I know Fulton, and the t/o Richland (just outside of the village of Pulaski) well, because I live fairly close by to both.

Fulton has been deteriorating rapidly since both Miller and Nestle bailed. Add in the fact that NYS ships in individuals on PA, they say due to a housing shortage and the lower rent costs vs. Syracuse area.

On top of that, someone getting arrested for crimes like these is pretty big news here, and gets passed along on the grape vine rapidly. This County isn't very 'diverse', and a lot of the families are large, big family tree and deep rooted, most former dairy and meat cow farmers who just couldn't make ends meet anymore on small 300-500 acre family farms.

Other than certain (very small) "cities", the crime rate is very low here in the rural areas, which most of this County is. Since virtually everyone knows everyone, the last thing you want around here is your name in the newspaper.

Fulton was the place to be when I was growing up. My father worked at miller’s and my mom worked at nestle. It was a nice city back then. Not so much now days.

I grew up in Scriba and currently live in Palermo. I've seen and watched both Fulton and Oswego go from decent places to raise a family to cess pools of meth and heroin. The worst part is that it's starting to make its way out into the more rural parts of the county. We've had a few issues with people breaking into cars and sheds to steal whatever they can to pawn off for drug money.

I grew up in Scriba and currently live in Palermo. I've seen and watched both Fulton and Oswego go from decent places to raise a family to cess pools of meth and heroin. The worst part is that it's starting to make its way out into the more rural parts of the county. We've had a few issues with people breaking into cars and sheds to steal whatever they can to pawn off for drug money.

It was only for guys, men out of prison, homeless and pedos. I think they had to be low risk to stay but they were not forced to stay on the property.

I must have missed that one. Had to look it up. Glad that mess didn't go anywhere. I did see where someone turned it into a house. I also see it's sitting defunct again. Plow it under like kerfiens across the road.

I thought about getting my ffl and opening a small gun shop there but I don’t think I would make enough money to live on. Plus I would have a lot of overhead.

I don’t think Oswego is as bad as Fulton but I normally stay on the main roads. Driving through Fulton is depressing, a lot of run down houses. My wife teaches in Fulton, we buy food for her student.
