To give an excuse for deployment of International Peacekeeping Force. Ukrainian military can't win and NATO is too invested to lose this proxi war.
The bigger message here is the manipulation by the MSM. It has become his primary theme.
The dam, although worthy of debate, just illustrates this. They are herding people towards a common illogical conclusion to confuse and further the narrative and actions that will be taken. Why would Russia take an action damaging to themselves in order to lay blame on the opposition that they know no one will believe? There is nothing Russia will or can do to win hearts and minds of the average, the deck is too stacked against them, it will backfire and they know it.
Why are these things placed in the media sphere for debate and allowed to stew before being determined by military intelligence, if at all? Then they just paint a bullseye around the arrow of public opinion as long as it aligns.
It used to be that intelligence would be part of or on the heels of the story itself. They are building buy-in through social media manipulation.
