We already have basically the same law effective in NY. Passed last year and slightly amended just lately.
The NY law is simpler because it's a bit worse than the proposed federal law. It bans simple possession of guns without serials. (except ffls who eventually serialize them)
I believe because it pretends to be constitutional by pretending to regulate interstate commerce, the federal law does not ban simple possession but it does ban manufacturing and sales. Thus it has to have a definition of manufacturing that includes creating a ghost gun in your own house for yourself(that's interstate commerce, lol)
It's ironic that the NY law is actually tighter but people are more upset that the federal law has the word assembly in it.(in the clear context of ghost guns)
