Seems a bit legally slim to suggest a foreign national could be the victim of a crime of abuse of power here. Unless the abuse was on the Ukrainian government side.

I think the "abuse of power" is Bidoon abusing his position to lean on the then-PM, to cause the uncalled-for firing of the Ukrainian prosecutor, who then became the victim of, at the very least, an unreasonable termination from his job.
