Ulster update. Effective statewide.

The long standing practice of the Ulster County Sheriff's Pistol Bureau of directly issuing pick up coupons to valid pistol permit holders who have purchased handguns has been canceled, effective immediately. This is at the direction of the Administrative Judge for the Third Judicial Circuit. The practice was authorized by written delegation from an Ulster County licensing officer. Henceforth, all amendments related to pistol permits will be forwarded to a licensing officer for review.

At first I thought the county had been targeted for the pro 2a sheriff, but apparently it is a statewide decree.

I know. I feel the same way. After a judge signs your permit, everything else is purely administrative. If they are are going to trust you enough to sign off on your permit, then there is no need for them to scrutinize every legal purchase you make. It's just another hoop to jump through to discourage gun ownership. Judges have better things to do than this petty bullshit.

And to be honest, I feel like most judges really don't care. It just becomes a matter of more paperwtork they have to do and the speed with which you get your amendment all depends on how much they feel like doing the paperwork. My judge, lets the pile on his desk get high and then he signs them all at once. Others sign off the same day you drop the amendment off.

This is how things work in the Province of Westchester.

1. Purchase pistol (and have it sent to FFL, if not already there)
2. Fill out amendment form with pistol info (serial #, caliber, make, model)
3. Send amendment with $3 check to pistol licensing office in White Plains.
4. Wait 3-6 weeks for judge's approval/signature and for coupon to be mailed **
5. Go to FFL to fill out 4473, get NICS check, and pick up property.

** Could receive letter "requesting" a home inspection (re: safe storage) after 5th pistol and possibly every 5 or 6 pistols thereafter (depending upon the judge reviewing the amendment) before receiving coupon.

note: I've had two home inspections in less than 2 years.​

HEY! Stop trying to be sensible! We're talking about firearms regulations in the outer fringes of NYC.

My first pistol sat in my FFL's safe for almost a year while I waited for my permit to be processed.

When I hear that some states are upset about possible "10-day waiting periods" (for which they should be upset), I think to myself..."That'd be great here in Westchester. It'd take about 4 weeks off of our current waiting period."

Rensselaer county process:
1. Purchase gun
2. Take receipt to clerks
3. Pay $3, fill out amendment form and leave.
4. wait for your judge to sign the amendment (time will vary depending on judge).
5. Once you get the call, go back to clerks pick up your signed purchase coupon and amended permit.
6. Bring coupon to FFL, fill out 4473, take your gun home.

Dealer will then give you a receipt of the gun to add to your permit. Take that piece of paper to the permit office. Pay $3 and they add it to your permit while you wait. When done, they give you a "coupon" and you then go back to your dealer and give him the coupon. Fill out background check and then they give you your gun when you pass. Is this what Ulster County does?

Until now. Now they want you to buy the gun, take the receipt the dealer gives you to the clerk, and then WAIT. For days/ months until a judge signs off and sends you a coupon, then take the coupon to the gun store to pick it up.
