Yes we talked about that, the the problem is this is just setting it up for the government to want to do it or the people to demand the government to do it. There is more to it than rich people giving out their money. Rich people could donate it to art galleries or museums and let them pay artists, but no it’s basic universal income. There is a political component to it.If we read carefully, this is not coming from taxpayer dollars, it's privately funded. Philanthropists are free to spend their money as they see fit.
The worth of something depends on both it's utility and it's scarcity.
Art has moderate utility. It can improve the quality of the space it's in, but it's not a necessity.
It has no scarcity in general though. The only art with scarcity is specific art that seems almost like a fiat currency. The only reason the Mona Lisa is worth more than that cool painting hanging down at the community college is that people decided it was.
There are just too many people who want to be artists for most of it to be all that valuable.
You can bemoan the concept all you want, but the laws of economics are as immutable as the laws of physics.
