So I'm a relatively new gun owner. To keep it short and sweet, can somebody please give some examples of what IS allowed as far as things like forends, hand stops/grips/etc, what I CAN have as far as a stock, so on and so forth? I have a KelTec su16a that I'd like to make pretty but I don't want to waste time ordering things that can't be shipped to me

Assuming you're in NYS but not NYC if rifle is semi-automatic with ability to accept a detachable magazine ...
No:
(i) a folding or telescoping stock;
(ii) a pistol grip that protrudes conspicuously beneath the action of
the weapon;
(iii) a thumbhole stock;
(iv) a second handgrip or a protruding grip that can be held by the
non-trigger hand;
(v) a bayonet mount;
(vi) a flash suppressor, muzzle break, muzzle compensator, or threaded
barrel designed to accommodate a flash suppressor, muzzle break, or
muzzle compensator;
(vii) a grenade launcher
If it's not semi-automatic or the magazine is fixed you can have whatever you want. Rules may be different within NYC.
No:

I'm in NY State but not the city. So am I allowed to have an angled foregrip, and if not how about a hand stop?

If rifle is semi-automatic with detachable magazine. Not sure what a hand stop is if you hold it believe it would be no good. If you hold handguard and your hand just rests against it probably GTG but proceed at own peril. FUAC
