UPDATE: Lackawanna County PA out of state LTCF

My PA Non Resident LTCF is due to renew soon. Lackawanna County is no longer renewing any out of state permits.

Does anyone know where they are still issuing PA Non Res LTCF permits?

Here's the posted letter from the Lackawanna County Sheriff.....

** ATTENTION **​

We are currently NOT accepting new out of state applicants or out of state renewals. If you are calling to inquire about applying for or renewing your permit, please DO NOT call and leave a message, but instead refer to these instructions.

All applicants who wish to apply or renew their permit, shall come to the front doors of the courthouse, located at 200 North Washington Avenue, where they will obtain an application or refer to the link located on the county website, Lackawannacounty.org under the Sheriff’s section of the Government Officials tab. Once the application is completed, it MUST be placed inside of a sealed envelope, along with a photocopy of the applicant’s PA driver’s license or state photo ID. The envelope is then to be dropped off in the secure lock box located in the vestibule of the front doors of the courthouse OR mailed to the Sheriff’s Office addressed to 200 North Washington Avenue – First Floor Sheriff’s Office Scranton, PA 18503.

If the application is not entirely completed or not placed in a sealed envelope, it WILL NOT be processed and WILL BE destroyed, due to confidentiality and privacy concerns. If the application cannot be processed, you will be contacted and informed of the reason why and instructed to resubmit another application.

Once our office processes the application, you will be contacted by phone and given a date and time to come into our office, where your photograph and signature will be taken. Please bring your $20.00 CASH payment with you at that time. DO NOT place the payment inside of the envelope.

Our office is inundated with applications, so we appreciate your patience during this time. Please take care and stay safe.

Sounds like not much different than 10 years ago. Some counties in PA will issue permits to out of staters, and some won’t. Sad, but not unexpected. Years ago, I got mine down in McKean County with no issues. Since I moved to a state without reciprocity with PA, as I needed a PA permit once again, I picked one up in Erie, PA during a recent trip back to NY. Again, no issues. In and out both times in under 20 minutes with permit in hand.

As I recall there is a pro 2A group website of PA gun owners that lists the permit policies of every county in PA. Find one that works for you. And avoid Lackawanna County apparently. Not surprised at them, as Scranton, PA there is home to that corrupt grifting POS Biden.

As you know, Milford would be ideal for me. Unfortunately they didn't offer Non Res when I initially applied, nor on the last renewal. I will 100% be checking them out. Thanks for the 411.

Pike County was easy. Got a call for an appointment within 10 minutes of emailing the application, drivers license copy, and NYS permit copy. Appointments to get the permit were just a working day or two from the call. This was just over a month ago. I believe having a clean NYS permit is key and I doubt having held a PA permit mattered.

Even faster than Scranton ... in and out of Courthouse in 10 minutes. Again the girls in the PA offices are sweet, young, and efficient.

Heads up, lock up your cell phones in the car or the Deputy at the door just sends you back to your car. There is not much street parking on the same block.

I ask because I have been fighting to make Sheriff Benedict follow the law. Last I checked (2021), he was still stating that he would (unlawfully) only accept applications from residents of Broome County. It'd make me a happy person to learn he has finally backed down from that unlawful position.

All PA counties I've checked use that form and verbiage that they only issue permits to county residents. In PA a PA resident is to apply for a permit in their own county.
