The key was he already had been issued a ny permit in the past and was trying to update it even though he moved out of the state. I doubt anyone out of state without an existing permit could get one.

Well, you are required to report any change of address even in state. Just saying...So what was the process exactly? I moved out of state but never informed the PP office. This makes me wonder if I should get in contact with them.
I know. But maybe I didn't know will work. Nothing to lose I guess.Well, you are required to report any change of address even in state. Just saying...
I’m glad to see this, as I plan to keep my Unrestricted NY permit after I move to NC next month.
Send an amendment with a change of address. That's it.I know. But maybe I didn't know will work. Nothing to lose I guess.
as long as you own property in New Yorkistan, you can maintain your permit.
Only to those Bradford county residents who own property or work in chemung county.Wrong, chemung county will issue nonresidents licenses to those who live in Bradford county PA

I believe that only applies to first time applicants. There is case law about part time NY residents who mostly live out of state, but there is nothing specific about FORMER NY residents that no longer have a relation to NY. Some counties will let you keep your NY permit with an out of state address, other counties will cancel it.Owning property in the state is a requirement? Not just a physical address for mail and such?

I do not remember reading that last part a few years ago. Since there is nothing in NYS law about non residents applying for a NY pistol lisence, only case law regarding part time residents, a future licensing officer can take that option away.own property, work, or conduct business in chemung county

I will have to deal with this soon.
I have a home in PA and a home and business in NYS.
Right now I have permits in both states.
As soon as we sell the NYS property Ill see what I can do.
My family is all in NYS, within 15 miles of the PA border.
My life takes place 50/50 in NY and PA.
I live in both states, I work in NY, I shop in PA, I do business in PA........
Its a very odd thing to live literally on a state border. Our PA home property line is the NYS border.
Especially 2 states with completely different laws.
We pay no attention to the invisible line, unfortunately the law does.
There is no NYS law, or case law about former New Yorkers keeping their pistol license once they move out of state, or out of state residents with no New York connections being eligible to apply for one, the exception being those 2 PA counties.ok so they in the future could whats your point?

You don’t need to own anything, just have an address to give them.as long as you own property in New Yorkistan, you can maintain your permit.
I believe you are wrong about that. There is a court decision about that exact issue. I will find the info and post it here. There is no NYS law, or case law about former New Yorkers keeping their pistol license once they move out of state, or out of state residents with no New York connections being eligible to apply for one, the exception being those 2 PA counties.
I should have been more clear, as in no NY property ownership, Mr Osterweil still owned a home in NY, even though he spent most of his time in Louisiana. Bradford County, PA residents can also apply because of a reciprocity agreement with Chemug County.I believe you are wrong about that. There is a court decision about that exact issue. I will find the info and post it here.
Here it is: Osterweil v. Bartlett
