This was in the Arabian Sea. Presumably in international waters. If any other country randomly stopped, boarded, and seized the cargo of a ship, there would be outrage.

I believe this is what pirates do.

Depends on the flag the vessel was flying under.

If the boarding party has permission from the government the vessel is flagged under, then it's not piracy. Otherwise, yes, it should be considered piracy, no matter who is boarding, or what they find (unwilling human cargo excepted).

Then that gets fuzzier.

If they aren't sailing under a flag of a country we recognize then it's just natural law (i.e. might makes right).

They would have even less protection than an enemy vessel in time of war.

If the vessel was under observation and investigation, then International Law would take precedence. Not that any other country would really be able to protest this (and I really don't care since these weapons were very likely intended to kill American soldiers) - but it's much more likely that the Monterey had authorization to search. American vessels cannot arbitrarily detain board other ships unless there is extreme provocation - like being fired upon.
