Warren county permit. Lost reference after handing it in

A friend of mine recently put in his permit application in warren county.

Myself and 3 other friends were his references. we just got the questionare thing in the mail today.

Problem is 1 guy is now saying he wont fill it out because it asks about if youve ever been arrested and he may have been 20 years ago but he doesnt know for sure. which i dont understand nor understand why he agreed in first place.

Anybody have any idea what to do now?

I dont believe they dig that deep into references backgrounds. This guy is a bit paranoid I believe.
I dont know how strict Warren Co is but none of my references were even contacted in my county.

Ya Don't ask me what the guys problem is. I would think being arrested is the type of thing engraved into your memory.
But I talked to him somemore and now hes saying he was detained for something never arrested and will put in the paper.

But my friend was rightfully pissed so I was just trying to help him figure it out as I know how I would feel in his situation. So seems crisis averted

They never checked any of my references but they were all 20+ year friends and permit holders

I asked all my references. As tough as that was I just said if you were ever arrested just say no because that will hurt me getting my permit.

Wait, the questionnaire Asks if the referencee' was ever arrested? I though the questionnaire was to attest to the applicants moral standing, not the person being sent the questionnaire... Simply amazing! What next, an applicant will have to wait as the backgrounds of references are checked too? Gimme a fucking break! Or is it brake? What next? DNA samples to make sure the applicant isn't in any local, state or federal database and also to keep the person DNA on file? It's coming, wait for it...

The references of the references need to be checked too!

It's pretty ridiculous that we need references anyways. What if you moved into the state just a while ago and don't know anybody well enough? If you have lived here long enough, it's not hard to find 4 people that will vouch for you. Hell, you could get 4 "burner" cell phones and fake your references.

Point is there is no lawful requirement to provide any information on any application not specifically allowed for in the law as written. And yes, requiring references would be one example. Problem is, every single one of us has filled out these papers... In order to comply and receive a bestowment of Rights upon approval of an issuing authority. The fact is, the State should have to prove why a person, citizen, should be denied their rights, not the other way around! The lawful citizen should only have to "CHOOSE" to exercise his/her Right(s)... That is all.

I was (and may again) looking to move to Ontario County. To get a CCW there, you have to know X number of people in that county. I don't know any. In order to get my permit there, I have to know people in OC AND my previous county (much easier). How is that even remotely fair?

I feel ya. However, I do believe that they will waive the in county requirement if you talk to them.
