I would attack this from a totally different angle than the one they expect.
That would be to simply get them on record answering why firearm ownership, a right under the Bill of Rights, is predicated on whether you can afford to exercise that right. What have they against poor people in their districts who barely can afford their right now let alone these extraordinary fees which will deny them their basic right to self defense? What other Constitutional Rights would they require a fee to exercise?
Make no mention of anything else.

" by a show of hands who here believes that in order to exercise a Constitutional Right, The citizen, rich or poor, must first be able to afford it?"
"What other rights can you, the county legislators, place a fee on so as to curb its use?"

They saw all of the money that could have been made when a lot of people got their 1st CCW license. Someone obviously did the math, looked at NYC/NJ/CT and stated that 'we are missing out on funding, once again (at our expense)".

If permits must be mandatory, government should pay for processing all of it.
Recertification not needed, you were approved already. If you become a criminal Then after getting out of prison perhaps need to recertify.
The DMV as bad as they are processes way more paper work than any gun permit office.
Did I mention it is a right that shall not be infringed, all the above is infringement.
Perhaps people in that area should give up their weapons and use the gun show loop hole; either way they are going to make you a criminal.
