What’s the point of 10rd mags if ya can’t use all 10?

This. This is what it is important to know. It is still a NY state law. The 2nd circuit in Western NY may have struck down the ruling and some western NY cops and DAs might not arrest or try to prosecute but they could try.
And, yeah, it might not go anywhere for them but do want that hassle. Do you have the time to deal with it, missing work, paying attorney's fees all the while the cop and the DA don't sweat it because it is their job and they are getting paid for your hassle.
I not saying you couldn't carry 10 rounds without going to jail; I'm just saying it might cost you time and money.

(c) is obtained after the effective date of the chapter of the laws of
two thousand thirteen which amended this subdivision and has a capacity
of, or that can be readily restored or converted to accept, more than
seven rounds of ammunition

I was told the same thing. They are super cautious and obey the obsolete law which is not being enforced. They do not want to mess with their FFL status by telling students that "even though the law says you cannot do "this", it can be done anyways without retribution or fear of arrest. Another example is that Tasers are not allowed in NYC. The law was deemed unenforceable in 2019 but it is still on the books. LEOs and FFLs will tell you that Tasers are illegal in NYC but you can carry them.

2nd circuit court of appeals literally ruled that the 7 round law was arbitrary and not valid..

Anyone that tells you 7 round blah blah blah is willfully ignorant or a liar
