Given how the vote is conducted, it is probably how many states have Republicans as a majority of their representatives.

My question has always been, 'who specifically casts a States vote?'. The reality is, a state is nothing more than boundaries with residents and an elected leadership. A 'state' doesn't have a heartbeat to cast a vote. It still comes down to a person raising their hand, pulling a lever, writing a name, whatever means they vote. Do the States elected Congressional Representatives jointly discuss and decide who to cast their vote for?
