If you change your license to another state you have property in, then you can legally buy complete pistols in that state. Just don’t bring them to NY.
If you keep your NY license, you can buy stripped lowers and build turn into pistols or buy 80 percent lowers and build them into pistols out of state. You can also legally buy rifles in the state you are in but you’ll have to find an FFL willing to do that.
Best thing to do is just keep your NY license so that you can buy pistols and bring them over to the other state when you want to. You can also build a rifle legal in whatever state you are in.

Yes. You’ll need a carry permit in that state to carry unless it’s a constitutional carry state like Alaska for example where no license to carry is needed. You can still possess a handgun in almost every state to keep at your residence without a carry license but they are so easy to get that you might as well get one.
