Can someone tell me why the Toronto police officer did not shoot the driver of a van who just ran over many people, got out of the van, and drew a firearm on the officer? In the video, the murderer actually lowers his pistol and draws it a few time just to make a point. Clearly he wanted to die. Given that there were civilians still walking around the criminal, and the criminal had a pistol pointed at a police officer, why didn't the cop shoot?
EDIT: I didn't realize from the video that the criminal did not actually have a gun. So, it appears that the officer made a good call.
