Thanks, as far as adding the pistol, how did the Amendments work? In Westchester I have to submit the amendment form with my fee, and I have to wait until a judge mails me my coupon. That has taken as much as eight and a half weeks in the past.@Celt - both should be options on the Putnam County amendment form (add a pistol and change address); he can get them in person at the Clerk's office or online, I think Google "Putnam County NY pistol permits"- one of the first links should take you to a page that has the permit application, the FOIA opt out, upgrade form, and the amendments form. He'll need to list make / model / serial number / caliber to add a gun.
(ETA: I am told by several people this includes caliber conversion kits- I want to get a Kadet kit for my CZ so I can shoot .22 out of it- need to amend the permit so the CZ is listed as "9mm / .22 LR")
I don't know if he'd have to file 2 separate amendments but IIRC they cost $3. The folks in the office are very helpful though I'd recommend going in person with any questions- they're not great about picking up the phone or returning calls.
Caveat: I haven't done any amendments at all since Judge Reitz passed away recently. I don't know who the licensing officer is and I'm not sure how the process is working at the moment (if at all- I assume it has to be, in some way). There is an election next week- vote (R) for Judge.

Thanks, the address change is within the county.Ah, good question. In Putnam it is very face to face. Which is a PITA. You dont get a pick up coupon here, they add to your permit, issue a new permit (or an add on card- I'm not there yet) which you have to go and get from the Clerk's office, and then you can go pick up your gun(s). Everyone here is great about this stuff, but running on old school small town time, which sucks for me, lol.
Drop off form in person (including a copy of your bill of sale or other transfer type papers, I forgot that bit), wait for a robocall (which IIRC comes from an 845 area code), go pick up new permit, go get gun(s).
When I did mine last it was an interstate transfer from my FiL (who works at an FFL out of state) so I traversed the county more than I would've liked- NICS at my FFL, then Clerk. Wait two weeks or so. Back to clerk. Back to FFL. I filed copy of my form plus copy of transfer letter from my FFL since he was importing the pistols into NY from Michigan and technically transferring them to me.
I did check the form today, he should be able to file one form and change address and add pistols at the same time. This "licensing officer" thing is still up in the air to me as I dont know anyone that's done amendments since Judge Reitz passed. Not sure if that authority has moved to the Sheriff or someone else- we have two "loaner" judges up here from Westchester but I can't imagine they "licensing officers" for a county they weren't elected in.
Keep us posted- I know "someone" that wants to transfer a .45 from MI, and pick up a conversion kit in the next couple months...
Question: is he changing address within the county or transferring his permit here? That might be a different ball of wax.
