No, I understand them perfectly. You seem to be the one missing the distinction between possession being illegal, not carry.
PL265 outlaws *possession* of handguns. It says *nothing* about forbidding open carry.
If someone is able to bypass the prohibition on *possession*, then carry is fine.
Just like firing a handgun in NY is illegal without a license to possess, but it obviously isn't illegal to fire a handgun if you *do* have such a license.
Shooting your pistol at the range is *not* "carrying concealed". It is *farther* from carrying concealed than open carry is.
So, how do you explain that it's legal to shoot your handgun at the range then ?
You're joking, right? How the hell you gonna legally carry a firearm if possession of said firearm is illegal???

Maybe you get something like say, a permit that exempts you from the prohibition on possession ?

Now, show us which permit explicitly allows the general public to open carry a handgun in public.
Hint: there are lots of permits, for possession on home or business premises. To carry concealed for your business. To carry concealed for all purposes. But no listed permit to open carry in public.

as I understand it, you CAN open carry in or on your property, OR WHILE ACTIVELY HUNTING?
for example: Im up here in the Adirondacks, at my cabin. I own 30 acres, with 400' of lake frontage. I can LEGALLY open carry in my cabin and on my 30 acres, AND I am a member of a private marina, as long as I'm on those properties I can open carry.
The question is: can I open carry while traveling in my boat, to or from the private properties on a public lake.

If you have a premise permit you can open carry on your property or in your home. If you have a concealed carry permit you can open carry on somebody else's property if they give you permission.
But at no time are you allowed to open carry when on public property. I didn't say I like the law I didn't say the law is good I'm only saying this is what the law says. And of course the law May someday be overturned.
But this is currently the law. And yes you can also open carry a handgun while hunting if you have a premise permit or any other permit and a hunting license.

but Im not on Public property or land. Im on private property, where I have permission to carry a firearm. both at my cabin and at the marina.
Whenever you are in private property as long as you have permission you can open carry. As soon as you are on public property your handgun must be concealed (except when hunting with license). That's the law.

I have absolutely no idea where you possibly see that in either the text of PL265, PL400, or any case law.
You are simply inventing laws from whole cloth.
There are enough stupid gun laws in NY without you inventing new ones.
I still have not read a single law that says open carry is illegal and if something isn't specifically outlawed then it's legal to do.
If you state that possession = open carry and is illegal without exemption. Then by the same logic "to have" = possess which then = open carry legal, with a permit.

Yep. I have a permit that says to have and carry concealed.
Which generally means I can possess it any place it isn't specifically prohibited by law.
There isn't any law in NY that prohibits open carry of either a long gun or a handgun anyplace you are not otherwise prohibited from possessing it.
I have no idea where these guys get the notion. They will post laws that say *nothing* about open carry, and then insist "it's in there somewhere".
Then they will claim "the courts have said" without being able to name when or where they said it.
It is some serious brainwashing.

Mine just states that, "license to carry a pistol is hereby granted". Notice it doesn't state conceal carry.
