It was probably an NYPD body cam, and they were instructed to stay out of it. The shooter works for cuomo, and the victim was on her way home from the governors residence.

This accusation has yet to be disproven.

I was thinking maybe he's the boyfriend in the middle of this. The shooter called him on the phone to come out to the street. He didn't hear the shot. That's why he walked up to the car. She gave him the finger or something and he turned away only to discover the other girl. Now knowing what happened, he left quickly.
