Would an HTA 90-22 be NY safe?

I want to get a Hightower 90 22 stock for my plain-jane Ruger 1022. The 9022 looks almost identical to the FN PS 90, which means its strange looking...in a good way.

There would be no threaded barrel or muzzle device on this conversion, so given the PS 90s lack of a “pistol grip” etc, would this be NY compliant? I’d like to be able to bring it back to the state with me to use there.

Anyone try out one of these?
