I don't know if it was changed, but I had a Walther G22 bullpup 22lr semi and it needed SAFE assault gun registration due to bullpup semi.

If OP is buying a semi-auto rifle, he'll still need a Semi-automatic Rifle Licenses or amendment on his handgun Licenses, if it's just the stock/kit then it should be good to go.

So far so good. I’ve only had it out once so far to sight it in. It’s a little strange without a pistol grip since the stock is straight as a 2 by 4. But, nothing I can’t get used to. On that note, I needed to add a riser to my scope rings to get it up to where I could see through it.But again, no big deal. I like that the barrel is totally covered. Can rest it on anything to shoot it. The trigger isn’t bad either. Better than the Hightower P90 stock’s trigger which I had on the gun previously. I think an AFG would be a good addition to this. But again, with the covered barrel you and hold it any way you want, so that’s good.

So, to revisit this, if I added this to an existing 10/22 with an 18" barrel, it would be okay to bring it to NYS? What's this about needing an assault rifle amendment?

Yes, you'll be fine. The stock is an accessory you have. There is no "assault rifle amendment". Only firearms that were grandfathered and registered in NYS like 10 years ago can undergo an "assault weapon" amendment, but that's totally and completely different. You won't ever have to worry about that.
You wouldn't want to be caught with an unregistered "assault rifle" anywhere in the united states though. NYS doesn't allow any NFA items and you can't bring your already registered machine guns or SBR's here either in case you were wondering.
You can own and posses a semi automatic rifle legally too without getting the semi auto license in NYS. That would apply only if you're buying a new 10/22 semi auto rifle in NYS which you're not. Since that stock of yours is perfectly legal in the retarded state of NY, you don't have to do anything.
The Desert Tech chassis is so crazy expensive for what it is.
I'd rather just go with an MDT Oryx for that amount of cash unless you're going specifically for a bullpup or carbine look.

New York passed a stupid, bullshit Law requiring a "Semi-Automatic Rifle" Licenses that must be shown to a Dealer before being allowed to purchase ANY Semi-automatic Rifle (oh, and Full Autos are prohibited, so don't go there) there are no requirements to have said Licenses if you already have a SAR...think of it as being Carded to buy Alcohol or Cigarettes.
Outside the Federal Limitations for minimum lengths OAL and Barrel, they really don't play a role here.
NY also calls a Semi-automatic Rifle with the ability to accept a detachable magazine and ONE OR MORE of the following; conspicuous pistol grip, folding/collapsible stock, bayonet lug, et.al.
The workaround for the last ten plus years has been to lock the magazine into the rifle where it cannot be removed, effectively nullifying the "removable magazine" qualifier.
Remember: You can remove the engine from your car, but you cannot detach it.

Well, too late. I bought it, and yes, it is way too expensive for what it is. I agree completely, but then again, what accessory isn't why to expensive for what it is? Case in point - charging handles - OMG.
