Or are gang bangers buying SA's and finding a way to go from the open bolt of the SA to closed bolt of the FA? Isn't that a fair amount of machining work on the lower; to go along with the bolt having to have two cuts in it? You have it backwards. The semi is closed. The FA is open bolt. All that they would have to do is epoxy or weld the firing pin in a forward position. This why an sks can fire in a pseudo FA mode if their is enough cosmoline in the firing oin channel to stick in in the forward position. On an sks, this could result in an out of battery discharge. On a open bolt smg, the term out of battery is meaningless. I don't think I am telling anyone anything they don't know.

Earlier open bolt semi auto mac 10's and 11's for an example are very very easy to convert to full auto firing capability by just grinding down part of the bolt where the disconnector rides. There were so many cheap full auto uzi's, ak's, mac's, and intratec pistols made and if you're in the business, you will easily be able to find them. The higher pricing and risk in both ways comes when you're a "loner" buyer. That's when you'll find average semi auto firearms with etched serial numbers for double what they're worth when legally purchased. People are taking shitty plated zinc blank pistols, and making smooth bore barrels, and even installing rifled barrels with full auto capability. They use 9mm pak blank magazines for 380acp rounds. Criminals aren't worried about paperwork and legality. It's not difficult to buy submachine gun receivers and full kits online right now that are deactivated by being cut in half. Once the stamped receivers are welded back together good enough to where a trigger group can be installed and pins inserted, you have a functioning weapon. Regardless if it's unreliable or jams afterwards, there are plenty of those anyways.

If the gangs have those, BATFE needs to do their job. If someone makes a firearm FA I believe that's 10 years mandatory and a huge fine.
