It's very simple. In those "safe" districts, you don't get elected by courting the voters. You will automatically get elected if you are the "D" nominee.
So you get elected by courting the power brokers of the "D" party.
I think they intentionally put some of these clowns in the safe districts so that their other candidates can look "moderate" by comparison when they are in more competitive districts.
Basic Overton window shifting. Put the wackiest wackadoodle you can find in the safe district so you can redefine what the middle is.
That lets the Biden's and Clinton's run as "moderates", because the far left are the AOC's, Ilhan Omar's and whatever the fuck that purple haired thing is.
