Unless your clerk will let you register them then go pick them up you will have to ship them from an FFL in another state to a NY FFL. Most NY FFLs I know won't accept a pistol from a private party so it has to come from an FFL.

Ha ha ha. They probably have no idea.
It is possible for an ffl to accept from an individual. The ffl needs an ID (from the state the gun is comi g from).
Easy. If non of the above applies then yes, ffl to ffl.
@dsdmmat you muat add a permit from a ny ffl that has paperwork to sell pistols. I have no problem receiving guns from out of state with ID. Completely legal according to the feds.

Their only function is cataloguing and recording permit holders and the weapons listed on their permits. They serve no other function with regard to processing the addition of a firearm to your permit (to my knowledge). That is all done by "County" of residence!

All my guns, including pistols come from PA.
However, my ffl is 5 miles from the PA ffl and he goes and picks the pistols up himself.
The rural PA shop sells dozens of handguns to NY residents every week the same way with the same NY ffl. He makes a killing on transfers.

OK, I am an AZ Part time resident,
So if I have an AZ ID card (and AZ CWP) I can ship (UPS or FedEx) my handgun to a NY FFL so that it may be added to my permit?

Well, to be fair they said "we can't do that" not "it's illegal". Sounds to me like "can't" is because of a store policy, not a law.Let me be very clear. They are wrong.
Just like the clerk in Walmart can't sell me some 9mm without seeing my permit. No law about it, just the rules his higher ups have set.

The convolution is that you "already own" these pistols, but do not possess them in NY State. Can't see why an FFL needs to be involved to add a pistol to a license. So when you want to co-register does that require an FFL? You have a sales receipt, and already own it with an address out of State, should be good to just amend your license, no? Then Federal Law takes precedent once it is added, you can transport it here by any legal method.
I'm not being an ass, I'm truly trying to understand as I've not run across this before. This is not a purchase, not a transfer, etc. Why an FFL just to posses it, or amend your license when you already own it?...

Ah ha! When I transferred mine the ATF in AZ said that I could send them directly to the FFL. My FFL said "no way, MUST be transferred FFL to FFL."
Like it was a NY regulation.
Many FFLs claim this though. Why is that? Is there additional paper work or other hassle involved?Let me be very clear. They are wrong.

What is a cwp?
With an AZ drivers license it should be no problem... but it makes it a bit convoluted that it is the same person shipping and receiving. Most will go with CYA (cover your ass) and say no.
I will accept from an individual with a DL. Not sure about it being the same guy.

Nope. I would only do a dl or a non dl issued by the state.
While a cwp may satisfy the id requirement (name. Photo address. Etc etc). It does not really prove residence. So too much exposure for me. YMMV.
So, as I said, I have an AZ ID card AND AZ CWP. So, not nope, but YUP! And I could have shipped to a NY FFL directly?
