Don’t understand...I see it is cycling without using explosive energy to reset, though. Does that make it not a semi?

The trigger pull cycles the action.. effectively making it a double action firearm, like a revolver..
By definition it is not semi automatic.. to be a semi it requires that the energy from the projectile being fired has to eject the case, and load a new one..

Not a hair trigger, that's for sure. Look at him at the beginning. Presumably practiced, but the thing is still twisting quite a bit with each pull.
The bolt is a large amount of mass that has to move a fair distance, so to translate that into a short trigger pull is going to require a pretty hefty force.
If a semi is not a semi without explosive resetting it, what if some battery operated device did it--I wonder if that would be legal?
